Public procurement
Public contracts are awarded by the joint municipality of Uelsen on the basis of the German Construction Contract Procedures (VOB), the German Sub-Threshold Procurement Regulations (UVgO), the German Procurement Ordinance (VgV) and the provisions of the German Act against Restraints of Competition (GWB).

In the context of restricted or direct awards, contracting authorities are obliged to submit ex-ante and ex-post reports above certain value thresholds. This serves to fulfill the principle of transparency.
Ex-ante transparency
The ex ante publication as information about a planned restricted invitation to tender above the value limit serves to prevent corruption and manipulation.
After publication of the ex-ante, a waiting period of seven calendar days must be observed until the actual procedure is carried out.
This procedure is necessary for contracts worth €25,000 or more excluding VAT. The contracting authority informs the companies on its procurement profile or internet portals about intended restricted invitations to tender (Section 20 (4) VOB/A).

Ex-post transparency
The ex-post publication as public information about the contract award for a restricted or direct award for construction services must be kept available as a notice for six months (Section 20 (3) VOB/A). The contracting authority also provides information on the award of the contract via its procurement profile or internet portals.
